On 29 October 2025, the European Commission published an updated version of its guidance for Member States and managing authorities on the performance, monitoring, and evaluation of the European Regional Development Fund (ERDF), Cohesion Fund (CF), and Just Transition Fund (JTF) for the 2021–2027 programming period.
The original guidance, released in July 2021, set out the framework for assessing and tracking the performance of cohesion policy investments. It was last updated in February 2025 to include new indicators related to the Strategic Technologies for Europe Platform (STEP).
This latest revision reflects the entry into force of Regulation (EU) 2025/1914, which amends the ERDF, CF and JTF regulations and introduces new specific objectives. The update notably adds four new indicator fiches aligned with these legislative changes.
In addition, the Commission has revised three existing indicators to reflect their new names and expanded scope. The guidance also benefits from improved readability, including a clearer overview of specific objectives and a new index of indicators to facilitate use.
