The Training and Internship Programme Support for Ukrainian Municipalities (TIPS4UA) – implemented by the European Committee of the Regions (CoR) in cooperation with U-LEAD with Europe – addresses the specific needs of Ukrainian local and regional authorities.

This initiative focuses on building capacity and providing technical support to the Ukrainian local and regional authorities staff, responding to urgent calls made at the Ukrainian Recovery Conferences following the Russian aggression in 2022. By enhancing the administrative and technical capabilities of local authorities, TIPS4UA aims to empower them to effectively manage recovery and reconstruction efforts, ensuring a resilient and sustainable future for Ukraine.

The programme provides comprehensive training and internship support to strengthen the capacity of Ukrainian municipalities and intermunicipal cooperation in the reconstruction and development. It equips municipal officials with the knowledge and experience needed for effective project management, supporting Ukraine’s recovery, EU membership, and fostering sustainable international partnerships.

The programme is built around the following objectives: enhancing the administrative absorption capacity of Ukrainian municipalities when managing projects, and facilitating knowledge exchange and peer-to-peer learning between Ukrainian and European local authorities. The TIPS4UA initiative is based on three main areas of support for Ukrainian municipalities:

1. Rebuilding Ukraine

Ukrainian municipalities face immense challenges in the wake of the ongoing conflict, requiring robust support for recovery, reconstruction and modernisation. 

2. Capacity building

Targeted training and internship programme can equip municipal leaders and staff with the skills and knowledge to effectively manage recovery efforts and drive sustainable development. 

3. European Cooperation

By leveraging the expertise and resources of European partners, the TIPS4UA initiative seeks to foster collaborative solutions and knowledge-sharing across the continent.

The programme is organised around three main steps to support Ukrainian municipalities:

a) Training – Comprehensive training programme on project preparation and project cycle management. 

b) Internship placements – Hands-on learning opportunities for Ukrainian municipal staff to work alongside their European counterparts. 

c) Community of Practice and Experience Exchange – Continued peer-to-peer learning and exchange to foster the sharing of best practices and innovative solutions.

Applications for the 2026 cycle of TIPS4UA are now open. EU hosting organisations (municipalities and regions) are invited to offer training positions to their Ukrainian counterparts and contribute to reconstruction and recovery at the local and regional level in Ukraine.
