The call for funding is a response to the present situation in Ukraine and the resulting need for extra support, cooperation, contact and expertise. There are many partnerships and networks in the Baltic Sea region that are in a position to initiate new, or build on existing, cooperation. Projects should help Ukrainian actors and target groups to strengthen their skills and thus create conditions for the future reconstruction of the country.
The main applicant must be a legal entity based in Sweden.

Who are the target groups of the call?
The application must propose a project that intends to address one or more concrete and pressing needs that target groups in Ukraine are facing. Applicants can choose between the following three thematic categories aimed at different target groups. The requirements for each of these three categories are described in the application material.
1. Support for target groups within academia in Ukraine
Projects aimed at supporting doctoral students and younger researchers (postdocs) in Ukraine.
Budget: minimum SEK 500,000, maximum SEK 1,000,000
Project period: 12 – 24 months
2. Support for local public sector in Ukraine
Projects should facilitate collaboration in order to raise the institutional competence of the local public sector in Ukraine in areas that are important for creating the conditions for reconstruction and a sustainable Ukrainian society
Budget: minimum SEK 500,000, maximum SEK 1,000,000
Project period: 12 – 24 months
3. Support for youth and young adults in Ukraine
Projects aimed at supporting youth and young adults in Ukraine at educational institutions equivalent to upper secondary school and academic undergraduate education.
Budget: minimum SEK 500,000, maximum SEK 1,500,000
Project period: 12 – 24 months
Which countries are included?
Prioritised country: Ukraine is the prioritised country in this call. This means that the above-defined target groups in Ukraine must be the main beneficiaries.
Main applicant: The main applicant must be a legal entity based in Sweden.
Programme countries: The programme covers the following countries: Armenia, Azerbaijan, Denmark, Estonia, Finland, Georgia, Latvia, Lithuania, Moldova, Poland, Sweden, Germany and Ukraine.
